Legislative Goals and Issues, 2023-24

Advocacy-Goals.jpg

NCLM has now begun efforts toward achieving these goals. On this page, you will find the Legislative Goals and talking points about each.

The bill tracking tool 将提交给国会的法案分为三类, with those designated as "Active" requiring the most attention. Users are able to scroll through each category, finding information about each bill, and links taking users to bill pages at the NCGA website. Not all categories may include legislation at all times, based on the General Assembly’s schedule and activity, and the consideration of legislation.

RESILIENT INFRASTRUCTURE

  • Infrastructure – including roads, water, sewer, stormwater,

  • Many cities in the state are growing, creating a constant need for investment to keep pace with population growth; many cities and towns also have aging infrastructure that must be replaced.

  • 为地方基础设施建设创造更持久的资金流, such as a dedicated tax source, would allow for better planning to meet needs.

  • In many cities and towns,

  • 缓慢而不可靠的互联网服务威胁着教育和职业机会, and the economic future of entire communities.

扩大鼓励水和下水道区域化的激励措施, as well as other municipal services, when appropriate.

  • 这些挑战主要是由于农村地区的人口和就业流失, leading to an erosion of taxpayer and ratepayer bases.

HEALTHY FINANCES

Provide local revenue options beyond property tax.

  • A lack of diverse, local tax options can affect economic growth,

Expand incentives and funding for local economic development.

  • Maintaining or expanding funding for film tax credits, major industrial site development,

VIBRANT COMMUNITIES AND NEIGHBORHOODS

Expand federal and state resources for affordable housing.

  • Housing affordability is a growing problem across North Carolina,

  • 用于解决住房负担能力问题的州和联邦财政收入非常有限, with much of the burden for solutions left with cities and towns.

  • Abandoned and vacant properties, often the subject of so-called tangled titles,

  • The abandoned properties, 加强法律工具,帮助继承人解决产权问题,并以市场价格出售房产, could help address local housing needs.

ADAPTIVE MUNICIPAL OPERATIONS

  • Labor and materials costs have been rising at a rapid rate,

  • State training resources are limited,
